India’s Defence Acquisition Council (DAC), chaired by the Minister of Defence Nirmala Sitharaman, accorded approval for the procurement of one Survey Training Vessel (STV) for the Indian Navy.
The construction of the vessel is to be undertaken under Buy (Indian- IDDM) by Indian shipyards at an estimated cost of Rs 626 crore (~US$96 million). Under the Buy (Indian- IDDM) category, the procured equipment has to be Indigenously Designed Developed and Manufactured (IDDM).
The Indian Ministry of Defence (MOD) said in a statement that the new vessels are for meeting the Navy’s growing ‘Hydrographic Survey’ needs in ports, harbours, Exclusive Economic Zone, etc. The statement added that the Indian Navy has played a lead role in Hydrographic operations in the Indian Ocean Region (IOR).

Indian Navy Survey Training Vessel (STV)
The Survey Training Vessel (STV) is a naval vessel planned for undertaking training, coastal and deep-water hydrographic and oceanographic surveys for the hydrographic department of the Indian Navy.
The vessel will have a displacement of around 2700-3000 tons at standard load and a draught not more than 4.50 m at standard displacement.
It will have a twin shaft CODAD propulsion, maximum speed not less than 16 knots, sustained cruising speed of 14 knots, range of 6500 NM at 14 knots and an endurance of 60 days. It will be also capable of operating at slow speeds of 0 to 6 knots for prolonged duration (about 12 hours at a stretch).
She is to be armed with one 30 mm Naval Surface Gun (NSG) with Electro Optical Fire Control System (EOFCS). She will be also equipped with Radar Two ‘I’ band COTS navigation radars and IFF IFF Mk XII (S) Transponder.
The vessel will have a crew complement of 23 Officers and 215 Sailors. The ship would also embark 10 trainee officers and 25 trainee sailors.
The ship should be capable of operating one Advanced Light Helicopter (ALH)/ Naval Utility Helicopter (NUH) and should be equipped with a retractable hangar.
The primary role of the vessel is to train personnel to conduct of full scale coastal and deep-water hydrographic survey of ports and harbours, approaches and determination of navigational channels/ routes and surveys of maritime limits up to Exclusive Economic Zone (EEZ)/ extended continental shelf, and to conduct limited oceanographic surveys for defence applications.
It should also perform limited defence role and should have Limited search and rescue (SAR), and ocean research capability. The vessel should also be able to act as a hospital ship/casualty holding ship.
