The U.S. Special Operations Command (USSOCOM) is planning to award a sole-source contract to General Dynamics Ordnance and Tactical Systems (GD-OTS) for the supply of Ground Mobility Vehicle (GMV) 1.1 light tactical vehicles.
“The United States Special Operations Command (USSOCOM), Special Operation Forces (SOF), Acquisition Technology and Logistics (AT&L), Directorate of Procurement, hereby provides notice of its intent to award a sole source contract under the authority of FAR 6.302-1 to General Dynamics Ordnance and Tactical Systems (GD-OTS) in St. Petersburg, FL”, read a special notice posted on the Federal contracting website, beta.sam.gov.
This requirement will provide one year of additional production capacity and more than eight different vehicle configuration kits. It will also provide up to two years of production support for engineering changes based on testing, user input and other sources along with transportation.
According to the special notice, only GD-OTS will satisfy the Government’s requirements to provide the GMV 1.1 vehicle. The sole-source contract under the authority of FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
USSOCOM GMV 1.1 is based on the Flyer 72 vehicle developed by General Dynamics Ordnance and Tactical Systems (GD-OTS), in partnership with Flyer Defense LLC. The new vehicle replaces USSOCOM’s first generation, Humvee-based GMVs units. USSOCOM is the Unified Combatant Command which oversees all Special Operations Component Commands of the U.S. Army, Navy, Air Force and Marine Corps.
GMV 1.1 is capable of being internally transportable in a CH-47 Chinook helicopter. The vehicle can be employed during a wide range of lethal and non-lethal special operations missions.
Flyer 72’s modular approach provides the warfighter with a rapid mission reconfiguration capability. The Flyer 72 can quickly be configured and reconfigured to perform multiple missions such as light strike assault, rescue and evacuation, command and control, and reconnaissance.
The new Flyer 72 Tactical Utility Vehicle (TUV) provides further platform versatility with modular kits, including Open Cargo Bed, Mortar Weapon and Munitions Carrier, 12-Crew Assault Kit, Tactical CASEVAC/Ambulance Kit, +1 Gunner Main Weapons Stations Kit, Shelter Carrier Kit, and K-9 Carrier Kit.
